nothing in pop up windows Box

When I drag my mouse over an icon or anything in the taskbar or anything any
where there is a window that pops up and it is suspose to tell you what the
cursor is over for example when I move the cursor ovr the the little volume
icon there is nothing in the window if that is what its called. it was there
before and now it doesn't do anything but show a blank box. How do I fix
this problem? I am using a Windows XP version.Thank You in advance

You probably use some effects setting that is causing that.

Control Panel, Display app, Appearances tab, Effects button, uncheck top
checkbox for tooltips.

Try this.. it MIGHT work with those dialog boxes. There are two
registry tweaks, depending on your Windows folder name, Winnt or
Windows. Save the correct one, then merge it. Instructions are at the
top of the page:
