Can you open a note without opening Outlook 2003? Can you use notes like sticky notes? Will the changes made to the desktop notes be reflected in the Outlook notes
Is these an add-in or other software that will do this

Not really... You can store notes on the desktop, but if you close outlook,
it will remain loaded and run in a hidden state. Changes may or may not
be reflected in notes stored in outlook, depending on where the actual
*.msg is stored for the note - in outlook or on the desktop. There is no
addin that will improve how it works, that I'm aware of.
I use 3M post it notes for sticky notes on my desktop.

You can create a shortcut and set the target to

"c:\program files\microsoft office\office11\outlook.exe" /c ipm.stickynote

to go directly to a new Outlook note. (you may need to adjust the above
path to match your own installation path on your machine). This will,
however, launch Outlook in the background. You just won't get a visible
Outlook window onscreen.

There are plenty of third party stickynote programs available. Search
google.com.
