Assuming that you are talking about balloon tips:
Start>Run>regedit [enter]
Navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
Right-click the right pane to create a new DWORD value named
"EnableBalloonTips" (don't type the quotes). Now double-click this new
entry and give it a hex value of 0. This disables Notification Area
balloon tips for this user only.
