Notepad

When I open Notepad the full minimized window does not open. The bottom
boarder meets the title bar. I click on maximize and the window opens full
screen.

What do you mean "full minimized window"? What do you mean the bottom
boarder meats the title bar? Can you drag the bottom border to make the
window higher?

You need to resize the 'windowised' window. Drag the titlebar to the center
of the screen, and press 'Alt-space', then 's', and use the down arrow key
to resize the window, and press enter.
