The file may have become corrupted.
Open Windows Explorer and navigate to C:\Windows\System32\dllcache
folder. Locate Notepad.exe and double click the file. If this opens
Notepad, copy the file to the System32 folder.
In addition to Mr. Vernon's good advice, please make sure your computer is
virus-free since Notepad not opening can be symptomatic of virus infection.
Be sure the computer is clean:

More information about Notepad gone missing:
From information by MVP Patti McLeod:
1) See if you have a copy of Notepad.exe in C:\Windows\System32 or C
\Windows\ServicePackFiles\I386 and if so, copy the file to C:\Windows;
2) Or expand a copy of notepad.exe to C:\Windows\System32 by doing the
following:
Have the XP install CD in the CDROM drive. Go to Start>Run and type "cmd"
without the quotes, Enter.
In the command prompt window, type:
expand X:\i386\notepad.ex_ c:\Windows\System32\notepad.exe (where you will
replace the X with the actual drive letter designation for your
CDROM drive) Then press Enter.
Exit the command prompt window by typing "exit", then press Enter.
