Does this happen only at login? Perhaps your 'Startup' folder has a
shortcut to Notepad? Look in Start::All Programs::Startup.

Yes. Only at login.
I checked Startup, registry and any place I know. None of them open empty file with Notepad.

An excellent puzzle! If you open Taskmanager and look at 'Applications'
do you see Notepad listed? I notice that if I open a file in Notepad,
(e.g. 'notepad \autoexec.bat') it will appear in Taskmanager as
"autoexec.bat - Notepad". If you see a filename in front of Notepad it
might give a clue why this is happening.

Try creating a new user account. Does the same thing happen when you
login as the new user?

I created another user account.
The same. Notepad with empty document.
