Notepad issue

since new windows updates I noticed my notepad.exe had been deleted from it's old location
of windows folder and moved to the windows system folder. I copied one back to windows
since it's on the path and on boot up the desktop.ini file is shown through an automatic
opening of notepad.exe and displays this:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

does anyone know what exactly is going on?
