i have one pc and a laptop that i decides to network together , so i

have permission to use this network resource. Contact admin of the
server to find out if you have permissions."
I have tried everything i know to sort the problem with no joy, i

Ok, we need to separate "is the network hardware working"
from "is IP working" from "it's a problem with the file
sharing or permissions."

Can you ping between the stations by NAME
and ADDRESS? Or maybe just by IP address?

(Watch out for the SP2 firewall that blocks ping
and will invalidate this test.)

Dump you "ipconfig /all >machinename.txt", then
copy and paste the text into a message here. (Don't
hand type it, and don't send pictures, paste the text
please.)

By default, the ICMP protocol (that answers a ping)
is DISABLE for "Answer" when you use SP2 (that
firewall thingy) unless you go into the NIC->Firewall->
settings and allow it to answer pings. (Echo responses.)

I hope it is NOT exactly the same, but that the IP
address is in fact DIFFERENT in the last octet.

Ok, that PROBABLY means that you have no permissions on
the "other" machine.

What are the share permissions there?

What user account are you using to perform the
access?

Try these (all from the command line):

Net view \\OtherMachineName
[should fail as did browser]

Net use \\OtherMachinename\IPC$ * /user:OtherMachineName\Username

[give the password -- username = the user name on the OTHER machine you
are trying to "use".]

Net view \\OtherMachineName
[Might work, since now we are explicitly authenticated on the OTHER
machine.]

If it does, you can do this (single) step in the future:
Net use * \\OtherMachinename\shareName * /user:OtherMachineName\Username
