Note in Cell

I have a spreadsheet sent to me and in several cells when you click into the
cell to enter the data a box appears with the instructions as to what to
enter. It does not appear to be comment as it does not show an indicator. How
do make a note as described for a cell?
 
Data>Validation>Input Message

Don't forget to set the "Allow" portion also.
