Not shutting down all the way

My boss's fairly new thinkpad, a tablet, won't shut down all the way. It
will even go to a black screen, but it will not shut down the hard drive,
etc, without holding the power button.

What should we do?

Start by going through this excellent shutdown troubleshooter:

If that doesn't help, then I'd check with the Lenovo website and/or tech
support to see if this is an issue with their tablets. Perhaps you need
to update the power management software.
