not sending on behalf of

I have a user that wants to be able to send "on behalf of" her boss. She has
been given the deligate rights, but when she tries to send "on behalf of" her
boss, the message shows as coming direct from her boss. Can you please advise
what would be overriding the "on behalf of" ability.
 
Use the Security tab on the boss' mailbox in ADU&C to take away the Send As permission for that user.
