not requiring admin to download

had a problem with a windows 2000 prof operating system.
had to re-install the operating system. since that time
each time i try to download anything..change settings or
even windows update i must sign on as administrator.
would like to be able to make these changes with user sign
on. can you help?
 
Many tasks require an administrator. You could create a new user and add
that user to the local administrator group if you do not like logging in as
administrator. Also a lot of administrative tasks can be done using runas
that will prompt you for administrator name/password. Be sure any account
with administrative powers has a complex password and that you are using a
