not getting the RunAs option

When I hold down the CTRL button or the SHIFT key and right-click on a
program or document, I am not getting the RunAs option in the context menu.
Running Windows XP Pro. The Secondary Logon service is running.

The option is not available when right clicking "on a program or document."
What happens if you right click on a shortcut? Is it available then?
