not getting "press any key to boot from cd" message when installin

These are the specs:
AMD athlon 64 3800
DFI Lan party UT expert
BFG Geforce 7900 GT OC
2* 1GB OCZ RAM
Western Digital Caviar SE Hard Disk Drive 200GB Serial ATA II 7200rpm 8MB
Cache
The system disc is the sevice pack 2 OEM XP pro

I finally got the computer to work after haveing alot of defected hardward
now im on the final stage of completing the computer, installing the
OS(operating system).
I've done the nessary things in BIOS (put the cd drive to boot first before
the hard drive). The DVD/CD-ROM, drive hard and floppy drive are detected in
BIOS(so im pretty sure they work).
At this stage i restarted the computer with the system disc in BUT....i
don't get a messaging saying "press any key to boot from cd." and it either
promts "couldn't find NTLRD" or it keep restarting and eventually goes to a
blank screen.

I have try alot of troubleshoot tips, such as reconnecting the cables and
making sure they're in properly, making sure the cd work by putting it into
another computer (and it does work), etc, but nothing seems to work and all i
get is the same as i said above.

Looks like you have considered everything you need to. Is the power
supply connected to the drive? is the drive bad? is the CD scratched
to death?

Im pretty sure the cd drive is working i got it to promt "setup is checking
your system hardware...." once but without theh hard drive pluged in
 
If you have 2 cd/dvd drives, make sure you use the master drive--usually the
upper drive, but always the one at the end of the connector cable.
