Not getting a challenge response with Front Page

I am using Front Page 2003 and have no problem getting into our website with
Front Page. Our branch office is now going to do the updates for the website
but....
When he tries to log on FP will not give him a challenge response - FP tells
him the web site is unavailable. He is set up on the server as a admin. He
has T1 access to the Internet and can get out fine. It just will not let
him into any of the websites. What setting am I missing with helping him
set up Front Page? What do I need to look for?

What error message is he getting?

I take it you are able to access the site with the same user name /
password? Does he have any firewalls / AV programs running that might
block the connection?

Can the web sites be viewed from that branch in a browser program?
