not enough virtual/paging memory to boot to desktop

Help-
I a made a major mistake by adjusting my virtual memory/paging
settings way too low. I thought I was doing the right thing. A
program was requesting more memory to work and I adjusted
settings way too low.

The machine will boot up but will give me a "not enough memory
or increase paging settings. In other words, not enough memory
is allowed to get me to the desktop to change those settings.

Here is what I have tried so far:
-"last best configuration" does not allow me to get in
-"safe mode" goes to a black screen with the words "safe mode"
in the corners of the screen and my last update listed on the top of
the screen.

I looked up my problem on the MS support database and it tells
me to talk to my administrator to adjust the settings. Uh, I am the
administrator of my own computer. Useless information.

Press f8 at the startup screen and you will come to a recovery console.
There you can use the last known good configuration. Highlight it and let
the machine boot. If that doesnt help try going into safe mode and changing
your memory back to normal.
