I found the answer to this problem in Knowledge Base
Article 177078, Antivirus Software May Cause Event 2011.
I'm not sure how my antivirus software would have caused
the problem as it was already installed prior to my
getting the "Not enough server storage" error message,
unless it was caused when I updated the virus definitions,
which I do almost daily.
At any rate, I checked the Windows 2000 Event Viewer and
the log was identical to that described in Article 177078.
I followed the instructions and made a change to the
IRPStackSize in the registry, re-booted, and now it works.
Hope this helps if anyone else has a similar problem.
