Not enough Memory Error

Help Please

XP Pro boots, I log on, icons appear, status bar, taskbar all come on, then
the system drive activity light comes on and stays on, I get all kinds of
drive activity. Attempting to run a program may, if I'm lucky, allow me to
see a message to the effect "Not Enough Memory"

I can get to dos shell with cmd but when I try to run msconfig I get an app
not found error.

I can boot into safe mode. - Can this problem be fixed without a reinstall.
If so how ?

start the computer up normally and hit
control+alt+delete, it should open up in the processes
tab and look for the process using heaps of cpu power
(section represented by %) or ram, ignore system idle
process cause its always up high. shut down the process
if it doesnt say system beside its name
 
Thanks for the reply - it seems the cpu hog is explorer - and when I kill
that, well I lose the shell and have trouble talking to windows.
 
try leaving it to run for a while, explorer might be
struggling to open several programs. if that dont work
hit crtl+alt+delete again and check the pf usage bar is
full and the physical memory available section is low. u
could also get rid of any processes that u have told to
start up and then try to run msconfig again to stop any
unescessary programs from starting up with the comp
