Not authorized to start DHCP in AD?

You need to use an account that's a member of the Enterprise Admins group to
authorise the DHCP server in Active Directory before it will start.

Right-click the DHCP server and choose "authorize". Then hit F5 (refresh)
to check that the icon for the server now has a green arrow.
