Not Archiving any folders

I have MS Outlook 2003. I have archived many times before in previous
versions of Outlook.

However, I have tried numerous options, folders etc.. and NO ARCHIVING. I
tried auto-archiving and nothing, then tried manual. It looks as though it
is archiving and the new archiving files are created, but nothing is ever
moved.

What is the deal?

Use Field Chooser to display the Modified date for the items you think
should be archived and verify that your Archive date setting is more recent
that the Modified date. My bet is that the Modified date is newer.
 
Tried that with several different dates and several different folders. That
is not the problem. Any other suggestions?
