without creating a mde, is there a way to not allow a user to re-create your
db simply by importing all your forms, etc...???

User-Level Security.
Don't allow users to read the design of forms etc.
 
will this user level security accompany the database to another computer ?
For example if the db is installed on one pc and then on a different pc ?

Yes. The permissions are stored in the database file.
Users and groups are stored in a separate mdw file, used to secure the
database.
This mdw should also be copied to another pc (or on a network share), in
order to enable users on other PCs to open the database.
Seach the internet for msaccess secfaq.
There also is a wizard that can help you, check "security" in the tools
menu.
