Not adding '1' when faxing using Outlook 2003 addressbook

The Modem dial rule is already set to adding '1' before all
area codes. When I fax from any application using the fax
that comes with XP Pro, number '1' is added automatically if
I type the fax number. It's not added when I select an
address from the Outlook address book. How to correct that?

Like all of its predecessors, the Windows XP Fax service will not process
dialing rules unless the phone number to which you are sending the fax is in
"international format." Details on how to use international format to invoke
dialing rules are available here:
