Not accepting password change

We have a Windows2000 server environment with AD. We
recently put in about eight XP workstations at a branch
office. The problem we are coming into is that when they
are required to change their passwords the system will
not allow them. We have had this with a couple of 95/98
machines also and it seems to be more at the branch
offices.

Is there an available domain controller at the branch office sites that see
this problem?
