I'm sorry that your support experience with Microsoft didn't get you better
advice.
This is the right place to go for help in removing malware, and if they sent
you to mypctuneup, they apparently believed you had something in place.
(MyPCTuneup is a site run by one of the developers of commercial adware--and
allows you to download a tool to remove that companies adware.)
However, at first glance at least, your current problem involves Windows
Update, rather than spyware--this really isn't the right place for quick
help with Windows Update.
This problem is qualified for free direct telephone support from Microsoft
(in the US and canada, call 1-866-pcsafety) because it is preventing you
from receiving security updates and also it may well be a result of removing
virues or spyware. So--if you prefer, you should call Microsoft back--this
really is something the support call should have resolved for you.
I found several references to this failure code, both written by Microsoft
MVPs--volunteers like myself Microsoft has recognized for their work.

See if you can go through this step by step and get your problem resolved.
If you need help with the instructions, I'd recommend either calling
Microsoft--and give them the above URL so they can follow along--or find a
friend who is a bit more experienced and can help you if you get stuck.
This article won't resolve this error for every possible cause--it is
possible that your cause fits into the ones listed in the "IMPORTANT"
paragraph near the end of the article. Should that be the case, either
write back here, or call Microsoft and explain that you've done the rest of
these steps, and need help with the RPC or disabled ActiveX control issues.
There is also a public newsgroup devoted to helping with Windows Update
issues--the folks there are far more qualified than I am to help with this.

to get this fixed.
