Not able to chnage the password after it expires

The windows 2000 prfessional client machines not able to
change the password after it expires. But on the same
domain the windows 98 machine able to change the password
properly.

If u know the solution plase guide me
 
AD Users and Computers > view menu > click advanced features.

right-click the user group that can't change the password, choose
properties, security tab.

Is the Everyone group in the list? If not, add it with "apply onto" box
specified for User Objects.
In permissions, allow "change password".
