Not a Newbie but I'm stumped: sending HTML coded email - Outl2k

I'd appreciate your help with an OUTLOOK 2000 question

I can't figure out how to send an HTML encoded newsletter via MS Outlook 2000. I've tried several things and have exhausted my ideas. Even tired viewing in IE6 and the SEND - Page By Email but Outlook 2000 drops it in as an attachment

I'm sure or hope it;s an easy answer but I can;t find it addressed in KB articles either
