Does anyone know of a free alternative to Norton Ghost, that will work on a
Windows system?

You don't say what your exact need is but assuming that you simply want to
image one drive to another...

Repeat the mantra "Google is my friend... Google is my friend... Google is
my friend" and then do a Google search for "freeware drive image software"
and see if anything that pops up is suitable.

Don't know. Have you googled?
Since you've included server groups in this, I presume you want to clone a
server. I don't recommend this method.
 
And if you do decide to ignore the recommendation and you want to deploy the
image to multiple machines, make sure you do some research on SYSPREP.EXE

- Boot the server with a Bart WinPE CD (www.bootdisk.com).
- Use pkzip to zip up the server disk.
- Do the opposite when restoring.
- Use the Command Console to repair the boot environment

The advantage of this method (other than being free) is that you
learn a fair bit about the boot environment. The drawback is
that any money you might save in not buying an imaging
product, you will spend in working hours.
 
....and you know ... you get what you pay for, you know? There are times
that you have to open up the pocket book and pay.
