Norton Antivirus and Multiple Users

I recently installed Norton Antivirus as one user and the
other user does not have protection on the computer. Both
users are set to Admin but when I log in as the other user
Norton Antivirus does not load. I was under the
impression that it should load with either user.
 
I think Norton AV is supposed to load for all users, but this is totally
controled by Norton. You should contact Symantec for help.
