non shut down of computer

I have windows millenium edition and recently i have had
problems shutting down sometimes. I have ben unable to
shut down in the normal way and have had to resort to
restarting and then restoring my active desktop. A
colleague told me that this is a problem specific to the
ME version of windows but I don't know how to solve it.
Can anyone give me some advice? It would be much
appreciated because it is beginning to drive me mad.
