Non Delivery when sending to BCC

I have a customer who is using Outlook 2000 and when she
sends mail addressing in the BCC field she gets an NDR
back. If she cuts and pasts those addresses into the TO
field the message gets delivered. She does not have the
addresses in any Contact or Personal address book. The
NDR generated is "Unable to deliver the message due to a
communications failure"

She has already created a new Outlook profile. Any
suggestions would be helpful.
 
If you don't specify a To address it could be that your ISP has blocked
this. To work around this put your own address in the To field and then add
all the BCC recipients.

(I changed my reply address; remove all CAPS and _underscores_ from the
address when mailing)
 
Have already tried that with no luck. Thanks for the
suggestion. Any others would be appreciated.
