Non Admins adding local printers

Is there a way to allow non administrative users to be
able to add a local printer? I mean they can add a
network card but not a local printer! This is
ridiculous. I have looked at group policies, local
policies and reg hacks with no luck. The add hardware
wizard gets all the way to the final step before say
access denied. I tried permissions on the spool folder
as well. Any help with this would be greatly appreciated.
