Noisy cpu fan

I have upgraded to a P4 3.0G, I bought the retail box that came with fan and
heatsink.
The problem is that the fan becomes very noisy as soon as I start half
serious work.
At 4000rpm it whines so I have to shut off the PC, temperature is OK 35-40
C.
Has anyone had a similar problem with the retail fan, and what is the best
(most silent fan) I can buy for the cpu ?

I just went up, from a 2.4C, to a 3.0C. Temps haven't changed much.

By the way:
1- The suggested solution is a cooler (fan + heat sink) not a fan.
That is what you need; a more efficient heat sink that can cool the
CPU with a fan at a lower RPM.
2- It is always a good idea to identify the noisiest component to be
sure (that it is the CPU fan and not the PSU or a case fan, etc.).

in addition to the zalman, thermalright has a few heatsinks that would be a
good choice, slk800, slk900, etc...
