When I bootup windows before I get to the splash screen with the "blue
bugs" crawling across it, I get a screen offering me the choice of
booting to windows normally or opening the security console. How do I
keep this screen from coming up? Please do not tell me to set the menu
delay to 0 sec.

You can uninstall Recovery Console or put menu delay to 0 seconds.

If you decide to uninstall Recovery Console (you can always run it from the
XP CD *if* it is handy), you may want to take a look at this article first:
