NoDispBackgroundPage policy

tem..

....isn't of much use. Sure, it hides the Display tab, but
I've already prevented right clicking on the desktop and
donig a properties, or going into the Control Panel.

All the user has to do to get around this is go into IE
and right click and say "Use as Wallpaper" to change the
wallpaper! (AND I've also already locked down "Context
Menus" - but this doesn't carry over into IE).

How do I prevent users from doing that? I've locked down
IE pretty much with every policy/registry entry that I can
think of already.

What's the secret?
