= Right click Desktop select Properties and on the Display properties click on
Desktop Tab then click Customize Desktop.
On the Desktop Items click on Web Tab and be sure all boxes unchecked there.
Then click on Appearance Tab then Effects button. On the Effects window be
sure the settings been set to suite your requirements.

Also on the Registry:
Open a run command and type in:
regedit.exe click [OK]
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop=
In the right Pane/Window locate and Double click the value named
"NoChangingWallpaper" Set it to (0)
[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop=
In the right Pane/Window locate and Double click the value named
"NoChangingWallpaper" > Set it to 0

Hi FRED,

Your system seems to be infected by a trojan, which places a web item to the Desktop.

Ref: http://www.google.com/search?q=windows/desktop.html

1. Open Control Panel, double-click Display.
2. Click the Desktop tab, and choose "Customize Desktop".
3. Select the "Web" tab
4. Delete all the items except "My current Home page"
5. Uncheck "My current Home page"
6. Click OK, and now select your Desktop background
7. Click OK and close the dialog.

Follow-up with a thorough malware cleanup. Begin with the stand-alone scanner from Trend Micro, named "Sysclean" package. Trend Micro's Sysclean package (free), it's capable of eliminating keyloggers, trojans etc. Full instructions at:
