No vertical scroll bar when select reply-Outlook 2003

When I open an email message I see the vertical scroll bar. However,
when I select Reply it isn't there. I've maximized the screen, deleted
Normal.dot and have "Vertical scroll bar" selected in Word. At
present, the bar only displays after selecting reply when "Use MS Word
2003 to read Rich text email messages" IS selected, use "MS Word 2003
to edit email message" IS NOT selected and compose in this message
format is Rich text. the PC next to mine has both Word editing options
selected. Any ideas...? Thanks,

If you set both options to use Word, open a message, select Reply, and then
go into Tools | Options | View from that message Window, can you check the
option for the vertical scroll bar there? If you set it here and then send
or close this message, is the option still set when you open and reply to
another message, or do you have to go in and set it again through Tools |
Options?
