"no valid license"

I'm trying to run Access 97 on a Windows 2000 machine. The
software was installed from a Microsoft Office
Professional Version CD. Word and Excel both work, but
Access won't load, I get an error message saying that
there is no valid license on the machine.

I went through the steps recommended in the Knowledge Base
and got nowhere.

One possibility is that the software wasn't installed by
the Administrator, rather by one of the users (the only
user). Would that cause such a problem?
