No Toolbar within My Documents, My Pictures etc...

In My Documents folder, there is no tool bar along the top. We have XP Pro. What can I do to alter this? Within My Documents, when I right click and choose the View option, only the following choices appear: thumbnails, tiles, icons, list and details.
 
Use the "View" at the top of the window, it has what you want.
