"no toner" messsage, after installing new cartridge

my HP 3915 printer displays "no toner" even after I have just installed a new
cartridge. Any way to reset this?

Was the new cartridge you installed a generic or HP brand name?
Did you remove the tape from the cartridge? Did you do a test page?
In the printer utilities, did you do a printer Head Clean before printing?

yes it was an HP cartridge, yes I removed the tape, yes i did a test page.
I cannot find a printer utility - running windows XP -
