No TaskManger, slow shutdown

I have XP Pro, and when I press CTRL, ALT, DEL, it says
task manager was disabled by the administrator. I'm the
only and only profile for this computer. How do I get
task manager back?

Also when shutting down, I get a program not responding
for DEVLDR? Anyone have any idea what this file is? Can
I delete it? I tried to delete it, but it's always in
use, and I don't know how to get a command prompt while
booting to delete it. How do I get a command prompt?

Hi Jason, I don't have pro (this is from my notes) but hope my response assists
with Task Manager and the Devdlr:

Disable/Enable the Task Manager (WinXP Pro)
To enable WinXP Pro's TaskManager using Group Policy Editor. This can be applied
to the local policy.

1. Click Start
2. Click Run
3. Enter gpedit.msc in the Open box and click OK
4. In the Group Policy settings window
.select User Configuration
.select Administrative Templates
.select System
.select Ctrl+Alt+Delete options
.select Remove Task Manager
.double-click the Remove Task Manager option

Since the policy is Remove Task Manager, by disabling the policy, you are
enabling the Task Manager.
