No System Explorer Links

There are no links under the four headings on my Advanced
Tools page. The headings act like links but have no
response when I click them. I have the latest upgrade,
tried reinstalling and have searched for a configuration
setting to enable.

I have Windows XP and have administration rights. I am
concerned something is causing this even though no
malicious software is detected. My TCIPSVC service must be
shut off every boot because it pegs my processor.
 
Registering a VB6 dll seems to fix missing agents:
1) Open up a command prompt (start -> run -> cmd)
2) Type in the following "regsvr32 msvbvm60.dll" (without the quotes).
3) Close and re-open Windows AntiSpyware
4) If that fails, install VB6 runtime files:

Also upgrade to the latest build:

Tried Andre's suggestions but still have empty links and
TCPSVCS runs amok every bootup.
