No SUS Update on non-administrator

I have SUS setup and working on a Win2K server. When I am
logged in as administrator on a Win2K Pro workstation the
automatic updates in the control panel says "Windows can
find the updates you need and deliver them directly to
your computer" with the settings set to "Automatically
download the updates and install them on the schedule that
I specify"(All grayed out). The Automatic Updates work
when I login as an Administrator on a Win2K Pro
workstation.

When I login as a non-administrator user on a Win2K Pro
workstation, the automatic updates in the control panel
says, "The Windows Update Service is unavailable" and with
the settings set to "Download the updates automatically
and notify me when they are ready to be installed" (All
grayed out). I can give this non-administrator
administrator rights on the local workstation and then the
automatic updates will work.

Is there a way for the updates to work automatically
without any user intervention on a non-administrator Win2K
Pro workstation?

in other words, SUS does not work if the logged-on user does not have local
administrative rights.
is this a correct conclusion ?

This would be incorrect. There are quiet a few setting with the Windows
Update client for handling how SUS updates will be installed. If you
download the whitepaper for SUS deployement, it covers all the setting to
automate the packages installs.
