No startup/shutdown sound Windows XP and outlook express

HELLO

I have a problem.
Sinds I convert fat32 tot NTSF, there are no sound by startup - and shutdown
windows xp. Also there are no sound in outlook express when receiving an
e-mail.
If I go to the controll center then I see, that the Sounds and audio
settings are all wright.
I can change the sounds and play it if I use the button The I herd the
sound.
Who now whats the problem ??????
