no sounds with events in programs

I am running Windows Pro and did have sound associated
with events in my applications . Now the sounds will not
work eg. mail notifiction in Outlook Express. I do have
sounds associated with events in other non Window apps.
If I go to Control Panel and assign a sound to an event,
it will play as I test it but not in the application.

Go back to the Control Panel and reset to system default
sounds/Apply/OK. See if they work OK. Then use browse
to change the sounds YOU want and give your sound scheme
a name, save it, click Apply and OK.

I have already deleted all schemes except the windows
scheme and still have no sounds in applications with the
events
 
I have a problem that is inverse to this one. I *have*
program sounds (e.g., if I delete an e-mail, clicking on a
folder in Windows Explorer, going to the Control Panel,
Sounds and actually playing a default associated sound,
etc...)

My problem is the default System Sounds do not play. Even
though all are associated in ControlPanel/Sounds, and will
play from there. I get no startup.wav on startup, no
shutdown.wav on shutdown, no sound with the recycle bin
emptying upon emptying, no incoming e-mail sound with (or
without of course) Outlook running. I don't even get the
little ding one should get when adjusting the volume from
the taskbar icon.

I have a SoundBlaster Audigy sound card. I have totally
uninstalled all soundblaster sound drivers, rebooted and
then reinstalled them. This did not solve the problem.
I've checked the registry and all .default sounds are
propery associated. Eveything plays on my system EXCEPT
default system sounds.

Any ideas on how to get my system sounds playing again?
