No Sound Device

I installed a SoundBlaster card when my onboard sound stopped working. The
device is shown to be working properly on the device manager. The computer
detects the new hardware when I installed it (a couple times now) I install
all the drivers and the card is working when I run the test from Creative
Diagnostics. However No Audio Device is shown on the sounds menu from the
control panel. I have the BIOS set to disable onboard audio. I've
reinstalled multi-media per Creative's instructions. I've uninstalled
everything and reinstalled. Try as I might I can find no way to get an audio
device to show up. They are all grayed-out and no pull down menu works.
There are no device conflicts. When I run Belarc Advsior it shows the card
for multi-media.

Creative has thrown up their hands and they say it's a Microsoft issue.
Please help... I am not a rocket scientist but I am no novice either.

I've done that. The card has been in two different slots, all with the same
result. Everything I can tell the card is recognized and the drivers have
been loaded. It's just that I can't select the device because the boxes are
grayed out in the sounds menu. The volume tab is all gray. The boxes in the
audio tab are all grayed out. When I go to the hardware tab the card is
there and when I look at the properties for the it the card is enabled and it
says it has no problems.
