no shut down

Still haven't found a solution to my shutting down
problem using XP. Here's the two scenarios. After booting
up but NOT logging in, my computer will turn off upon
command using the icons. On the other hand if I log in
and use the computer, then log off, the computer will not
shut down upon command using the Turn Off window. I then
am left with two choices, pull the plug or click turn off
and hold in tower on/off button. Help please.
