no send button on outlook 2003 nothing tried has worked

I just installed Microsoft Office 2003 that included Outlook 2003. I set up
my email account properly for my sbcglobal yahoo account and got a succesful
"test account" result. When I try to create or edit emails, there is no send
button, there is no toolbar that has a send button, and going from the "file"
menu to "send to" to "mail recipient" doesn't work. I google searched this
problem and found one suggestion to go into the mail icon on the control
panel and change the profile -- that I would be sent automatically to an
installation wizard -- no luck. Another suggestion that rename the
"outcmd.dat file" was a dead end. Any ideas?
 
Hi,

Have you tried to press F9 (shortcut for the Send/Receive function)
while you are in the Mail view? If works it means that you don't have
the "Standard" toolbar activated. You can activate it from
View->Toolbars->Standard.

Are you using Word or Outlook built-in editor for composing messages? If
you right-click on the menu bar in the compose window, are there any toolbar
choices displayed that are not checked?
 
I am having the same problem on a friends computer. F9 does not work. I look all through the tool bar options and the buttons. There is no send \ recieve on the main outlook tool bar nor is there a send button on the message tool bar. I have never seen anything like this before.
