No seconds shown in Views/Details

When I list the dates associated with a file, I cannot get the seconds
displayed. If I display 'properties' the seconds show so I assume I have the
format set properly. How can I display seconds in the Details view?
 
I should have said, when displaying 'properties' of the files:

The "General Tab" displays the date in date/hours/minutes/seconds as I expect
The "Details Tab' displays in date/hours/minutes which I want to display
with seconds.

If I look at the EXIF for the file (a picture) the seconds are displayed if
I use Photoshop or equivalent, so it is stored in that part of the file ALSO
(along with the file properties).

However, right now I am just concerned about the View/Details folder view.

You don't. However, please explain why this is important?

NTFS even holds milliseconds. XYplorer is the only file manager AFAIK that
can shown seconds and milliseconds in file times.

Becuase in explorer I want to list all my picture files that are taken in
sequence. Each sequence is taken as a burst of pictures (2 sec or so between
them) making up a panorama. This burst timing is a way of identifying which
pictures are to be grouped together.

Is the other responder "donald' correct that 3rd party software is the only
way (xyexplorer) is display in tabular form ('list details') the FULL date of
a file in Vista?

Its unclear to me why this is being hidden from me when it is present in the
'properties'. Why is this considered not necessary for a user to access in
list form?
