No "RUN" window in shortcuts

Shortcuts don't have a "RUN" window, and they all run minimized. How do I
get a "RUN" window back in my shortcuts and enable selection of the window
size?
 
If by "shortcuts", you mean "menu"... (otherwise, ignore)

Right click START, select Properties | Customize | "Display Run".

A shortcut is the icon that you double-click in order to start a program or
process (an application). Most of the time they are displayed with a little
arrow in a box on the lower left of the icon image.
