In addition to adding by checking "run" on the customize/Advanced tab of
Start Menu properties, you can always bring the run box up with the
combination of your Windows + "R" keys. I find that faster than going to it
on a start menu.
Also if you put an "activated address bar" into your task bar, it will
function like a run box for most commands. You can try this by right
clicking your task bar>tools>left click address bar on the menu.

Button/Properties/Customize/Advanced/Run Command.
If this is not the case:
This can happen from having too many items listed on the Start Menu. The
run command is the first to go. If this is not the case, nor that Run isn't
chosen under Customize:
To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
